چکیده

بررسی آثار و پیامدهای 57 سال برنامه‌ریزی توسعه در کشور ما نشان می‌دهد توسعه به سبک غربی (و تنها با جرح و تعدیل‌های اسلامی) از یک سو نتوانسته به مانند کشورهای غربی باعث توسعه کشور شود و از سوی دیگر نیز باعث کمرنگ شدن ارزش‌های اسلامی ایرانی شده است. دلیل این امر را باید در اینجا جستجو کرد که مبانی، اقتضائات و مسائل و غایاتِ توسعه با مبانی، اقتضائات و مسائل و غایات جامعه‌ی اسلامیِ ایران زاویه دارد و این امر ضرورت طراحی الگویی متناسب با جامعه ایران را ایجاب می‌کند. با طرح مبحث «الگوی اسلامی-ایرانی پیشرفت» از ابتدای دهه‌ی چهارم انقلاب توسط مقام معظم رهبری، طراحی الگویی بدیل توسعه که بتواند کشور را به پیشرفت همراه با معنویت و عدالت برساند همواره موضوع بحث مجامع علمی دغدغه‌مند در این حوزه بوده است. مسلماً دستیابی به این الگو مستلزم طی فرایندی است که باعث شکل‌گیری الگویی مسأله‌محور و در عین حال مبتنی بر مبانی ارزشی اسلامی باشد. در تحقیق حاضر که با روش مطالعه تطبیقی انجام گرفته و در آن از روش‌های مطالعات کتابخانه‌ای و گروه کانونی برای گردآوری داده‌ها استفاده شده است، تلاش شده است الگویی فرایندی جهت طراحی الگوی اسلامی ایرانی پیشرفت تدوین گردد. حاصل تحقیق الگویی مشتمل بر 9 بخشِ «تدوین بنیانهای اسلامی پیشرفت»، «زمانه‌شناسی»، «مسأله‌شناسی»، «طراحی نظام حکمرانی، نهادهای لازم و قواعد اساسی برای تحقق پیشرفت اسلامی ایرانی»، «طراحی افق جمهوری اسلامی ایران و نظام اجرا و ارزیابی الگو»، «تعریف برنامه‌های میان‌مدت پیشرفت»، «مدیریت تولید علوم بومی (اسلامی-ایرانی)، «گفتمان‌سازی» و «طراحی و پیاده‌سازی الگوی تحول» می‌باشد.

چکیده [English]

Assessing the outcomes and impacts of 57 years of programming for development in Iran shows that western style development with Islamic modifications,on one hand hasn’t result in development like western countries,and on the other hand has caused Islamic-Iranian values fade.The cause of this condition is that the basics,Requirements,problems and ends of development model differs from that of Islamic society of Iran and this fact proves the necessity of designing a model,well-suited for Iranian society.By the presentation of “the Islamic-Iranian Model of Progress(IIPM)” subject in the beginning of the 4th decade of the Islamic revolution of Iran,by the supreme leader,designing an alternative model to development model which can result in progress besides spiritualty and justice has always been one of the discussions of the concerning scientific societies in this area.Surely achieving this model requires passing a process which can result in the formation of a problem-oriented model that is also based on Islamic basic values.This research has attempted to present a process model for designing IIPM,using comparative study method for the analysis of data collected through archival studies and focus group.The result of this research is a model including 9 parts of “compilation of Islamic foundations of progress”,“knowing the present era”,“knowing the present problems”,“designing the governance system, necessary institutions and basic rules for the realization of Islamic-Iranian progress”,“designing the horizon of the Islamic Republic of Iran and the implementation and evaluation system of the IIPM”,“designing midterm progress plans”, “managing the domestic knowledge creation”, “discoursification” and “formulating and implementing the evolution model”.
