چکیده
رفتارهای سیاسی، از مؤلفه های تشکیل دهنده سازمان های دولتی محسوب می شود. این رفتارها موجب نفاق و زیان اداری می گردد که موجب کاهش بهره وری سازمانی می شود؛ لذا، آگاهی از عوامل مؤثر بر رفتار سیاسی در سازمان های دولتی موجب عدم وقوع چالش ها شده و در محدود کردن این رفتارها، نقش مهمی دارد؛
هدف اصلی این پژوهش طراحی مدل رفتار سیاسی در سازمان ملی استاندارد ایران می باشد. تحقیق از نظر هدف، توسعه ای، از لحاظ نوع داده و روش تحلیل آن، آمیخته (کیفی – کمی) است. در بخش کیفی با مطالعه پیشینه و ادبیات تحقیق، ابعاد و عوامل مؤثر بر رفتارهای سیاسی شناسایی گردید. طی مصاحبه با 18 نفر مدیران ارشد سازمان و خبرگان دانشگاهی، با روش تحلیل مضمون، مضامین مشخص شدند. یافته های کیفی، 118 مضمون پایه (شاخص)، 23 مضمون سازمان دهنده (مؤلفه) و هفت مضمون فراگیر (ابعاد) هستند.
در بخش کمی با مدل سازی ساختاری -تفسیری، سطح بندی و تعیین روابط بین مولفه ها انجام شد. مؤلفه های (فشار محیط سیاسی سازمان برای تصمیم گیری، عدم ساختارمندی فعالیت ها و ابهام در نقش و فرهنگ سازمانی مخرب) مؤثرترین عوامل و هادی سایرین هستند. نتیجه آزمون تحلیل عاملی تأییدی، نشانگر اعتبار سازه است. برای تأیید متغیرهای مدل و برازش آن از معادلات ساختاری با نرم افزار PLS استفاده شد.

Abstract
Political behavior is one of the components of government organizations. These behaviors cause hypocrisy and administrative losses, which reduce organizational productivity; Therefore, awareness of the factors affecting political behavior in government organizations prevents the occurrence of challenges and plays an important role in limiting these behaviors.The main goal of this research is to design a model of political behavior in Iran's National Standards Organization. The research is developmental in terms of purpose, mixed (qualitative-quantitative) in terms of data type and its analysis method. In the qualitative part, by studying the background and research literature, dimensions and factors affecting political behaviors were identified. During interviews with 18 senior managers of the organization and academic experts, the themes were determined by thematic analysis method. Qualitative findings are 118 basic themes (indicators), 23 organizing themes (components) and seven overarching themes (dimensions).In the quantitative part, it was done with structural-interpretive modeling, leveling and determination of relationships between components. The components (pressure of the organization's political environment for decision-making, lack of structure of activities and ambiguity in the role and destructive organizational culture) are the most effective factors and conductors of others. The result of the confirmatory factor analysis test indicates the validity of the structure. Structural equations with PLS software were used to verify the variables of the model and its fit.
