چکیده
تصمیمات خوب و کارآمد، هسته اصلی قانون‌گذاری و طراحی خط‌مشی عمومی بوده و تأثیرگذاری بالایی بر رفتار انسان‌ها و اجتماعات انسانی دارند که از مهم‌ترین حوزه‌های موردتوجه خط‌مشی‌گذاران است. بدین منظور امروزه از علوم رفتاری در ساحت خط‌مشی‌گذاری استفاده می‌شود که نمود آن در شکل‌گیری نهادهای بینش رفتاری در کشورهای مختلف ملاحظه می‌شود. در این پژوهش تلاش شده است تا با استفاده از روش مطالعات تطبیقی و تحلیل‌محتوا، نهادهای بینش رفتاری منتخب در سطح کشورها و نهادهای بین‌المللی در ابعاد مختلف مورد تجزیه‌وتحلیل قرار گیرد و چارچوبی از ویژگی‌های اساسی آن‌ها ارائه گردد. مؤلفه‌های کلیدی شناسایی‌شده برای نهادهای بینش رفتاری در این پژوهش عبارت‌اند از: اهداف و مأموریت‌های نهادهای بینش رفتاری، تخصص‌های موجود در نهاد بینش رفتاری و شیوه‌های تأمین نیروهای متخصص، فعالیت‌ها و خدمات نهادهای بینش رفتاری، نحوه تأمین بودجه در نهادهای بینش رفتاری و ساختار نهاد رفتاری. ده نهاد بینش رفتاری منتخب در این پژوهش، در ابعاد مذکور مورد مطالعه و تجزیه و تحلیل قرار گرفته‌اند.

چکیده [English]
Good and efficient decisions are the core of legislation and public policy design and have a high impact on the behavior of humans and communities, which is one of the most important areas of policy makers' attention. For achieving this purpose, nowadays behavioral sciences are being used in the field of policy making, which has caused the formation of behavioral insight units in different countries. In this research, the selected behavioral insight institutions in the government level and international institutions are analyzed according to different aspects using the comparative study method and content analysis, and the result is a framework of the basic characteristics of the behavioral insight units. The key aspects identified for behavioral insight units in this research are: the goals and missions, the expertise working in the behavioral insight units and the way of employing these experts, the activities, the way of funding and the structure of the behavioral insight units. Ten selected behavioral insight organizations have been studied and analyzed according to the mentioned aspects in this research.
