چکیده

دولت باز مدل جدیدی از دولت‌های مدرن است، قلب دولت باز از سه ستون تشکیل شده است: شفافیت، مشارکت و همکاری که همگی ارزش عمومی و شهروندی را افزایش می‌دهند. اما محرک‌های بیرونی مانند مسئولیت‌پذیری، مقررات، فناوری، پذیرش یا اعتماد به دولت نیز وجود دارند که بر دولت باز تأثیر می‌گذارند که دولت‌های مختلف جهان بر اساس قوانین داخلی حاکم بر کشورشان به ارائه الگوی مطلوب دولت باز به منظور دستیابی به توسعه پرداختند. هدف اصلی این مقاله «ارائه الگوی مطلوب دولت باز با بررسی مواد حقوقی برای نظام جمهوری اسلامی ایران» است.گردآوری اطلاعات انجام گرفته در این پژوهش با روش توصیفی- تحلیلی برای پاسخ به این سوال است که؛الگوی مطلوب دولت باز و مؤلفه‌های آن برای نظام جمهوری اسلامی ایران کدام است؟ به این نتایج دست یافتیم که نمای دولت باز دارای چندین مولفه می‌باشد که عبارتند از1-اصول مختلف قانون اساسی2-حاکمیت اعلامیه‌های جهانی3- شفافیت، عنصر اساسی توسعة همه‌جانبة کشورهای توسعه‌یافته.4-مصوبة کلیات طرح شفافیت قوای سه‌گانه 5-مصوبة سیاست‌های کلی نظام ابلاغی از سوی رهبر.

چکیده [English]

Open government is a new model of modern governments, the heart of open government consists of three pillars:transparency, participation and cooperation,all of which increase public value and citizenship.But there are external drivers such as responsibility, regulations, technology, acceptance or trust in the government that affect the open government.Different governments of the world,based on the internal laws governing their country,started to provide the ideal model of the open government in order to achieve development.The main goal of this article is to "provide the ideal model of open government by examining the legal articles for the system of the Islamic Republic of Iran".The information collected in this research is by descriptive-analytical method to answer the question that;What is the ideal model of the open government and its components for the system of the Islamic Republic of Iran?We have reached these results that the framework of the components of the open government has several components, which are 1-Different principles of the constitution.2-The sovereignty of global declarations.3-Transparency, the basic element of comprehensive development of developed countries. 4-Approval of the transparency plan of the three powers 5-Approval of the general policies of the system announced by the leader.
