چکیده

به منظور خط مشی گذاری و برنامه ریزی در راستای توسعه منطقه اى با تمرکز بر پتانسیل ها و محدودیت های بومی و محلی، مفهوم مرکز پیشرفت منطقه ای در دهه های اخیر مورد توجه محققان قرار گرفته است. با توجه به اهمیت پرداختن به این موضوع در کشور، پژوهش پیش رو در نظر دارد تا با بررسی تطبیقی مراکز پیشرفت منطقه ای و استخراج ابعاد کاربردی و عملکردی آن ها، منبعی علمی را در راستای کمک به توسعه مراکز پیشرفت منطقه ای ایجاد نماید. به منظور ارائه این پژوهش، از روش الگوبرداری برای احصاء کارکردهای مراکز مشابه و پیش رو در زمینه ارائه راه کارهای پیشرفت منطقه ای استفاده شده است و مراکز احصاء شده از مناظر مختلف همچون مأموریت، اهداف و وظایف، ابتکارات و غیره مورد بررسی و ارزیابی قرار گرفته اند. همچنین، به منظور ارائه بینشی جامع نسبت به مفاهیم مورد بررسی پژوهشگران در مقالات مرتبط با مرکز نوآوری پیشرفت منطقه ای، از یک الگوریتم مبتنی بر متن کاوی با عنوان ابر کلمات استفاده شده است. بنابر نتایج پژوهش، شبکه سازی و ارتباط گیری با تمرکز بر نهادهای محلی و بومی، یادگیری و انتقال دانش بومی، و توسعه فنآوری ونوآوری، ویژگی های متمایز کننده مراکز نوآوری پیشرفت منطقه ای نسبت به سایر مراکز فعال در زمینه پیشرفت و توسعه می باشند.

چکیده [English]

In order to policy and plan for the development of regions with a focus on local potentials and constraints, the concept of a regional development center has been considered in recent decades. Given the importance of addressing this issue in the Islamic Republic of Iran, this research intends to provide a scientific resource to develop regional development centers by the comparative study of regional development centers and extracting their practical and functional dimensions. In order to achieve this goal, the regional development centers have been addressed from different perspectives such as mission, goals and tasks, initiatives, etc. Also, in order to provide a comprehensive view of the concepts related to the Regional Innovation Center, a text-mining algorithm called word cloud has been used to review the related studies. According to the research results, networking and communication with a focus on local and indigenous institutions, learning and transfer of indigenous knowledge, and technology development and innovation, are the distinguishing features of regional development innovation centers compared to other centers that are active in the field of regional development.
