چکیده

یکی از مسائل و مباحث اساسی ایرانِ امروز، توسعه و چالش های فراروی آن است. از این رو، یکی از دغدغه های اصلی نخبگان علمی، کشف علتها و عوامل توسعه نیافتگی و دستیابی به روش های جبران آن و نیل به توسعه ملی است. این مقاله با عنایت به اهمیت توسعه در ایران امروز، آسیب شناسی پایداری و عدم پایداری توسعه در دورۀ جمهوری اسلامی را تبیین نموده است. مسئله اساسی این است که ایران در طی چهار دهه اخیر مسئله توسعه و پیشرفت را در کانون توجه خود قرار داده است، اما بنا به دلایل مختلف نتوانسته است توسعه پایدار و مستمری ایجاد نماید. ب بنابراین، این پرسش به ذهن متبادر میگردد که «دلایل ناپایداری فرایند توسعه و فراز و فرودهای غیرمنطقی آن در دوره جمهوری اسلامی را چگونه می توان تبیین نمود؟ پاسخ اولیه به پرسش مذکور در قالب این فرضیه ارائه شده است: به نظر می رسد که فقدان اجماع نخبگان راهبردی در سطح ایده، الگو و نحوه اقدام و تداوم برنامه های توسعه، ضعف در فرایندهای مشارکتی، و تمرکزگرایی به مثابه الزامات پایداری توسعه مبتنی بر تجارب جهانی، سبب ناپایداری توسعه در دوره جمهوری اسلامی ایران شده است. تلاش محقق در این مقاله ناظر بر تبیین این پرسش خواهد بود. در حد توان تلاش خواهد شد، با رویکردی آسیب شناسانه استدلالهای منطقی و ادله های عقلانی برای موضوع مذکور فراهم گردد. این روند مطالعاتی و پژوهشی کمک خواهد کرد تا به درک درستی از فراز و نشیب فرایند توسعه در ایران امروز دست یابیم.

چکیده [English]

These days development and its challenges become one of the main issues in Iran. Therefore, detecting the causes and finding ways to get out of none-development predicament is one of the concerns of the Iran’s scientific Elite.
Regarding to importance of development in Iran this article explains the pathology of sustainability and instability of development in the Islamic Republic of Iran. Although Iran has placed the development at the center of its attention for the last four decades, for various reasons it has not been able to create sustainable development.
Therefore, the question comes to mind: "How can one explain the causes of the instability of the process of development and its irrational ups and downs in the Islamic Republic of Iran?
The Primary answer to this question is based on this hypothesis: It seems that the lack of the consensus at the level of the idea, model and mode of action of strategic elite and continuity of development programs, weaknesses in participatory processes, and centralization as sustainability-based development requirements of global experiences have led to the instability of development in the Islamic Republic of Iran.
The researcher's purpose is to address this question. To the extent possible, it will endeavor to provide a pathological approach to the subject through rational reasoning and rational arguments. This research will help to better understand of the ups and downs of the Iran’s development in these days.
