Presenting a Model of Patronage in the Public Sector with a Political Approach Based on Grounded Theory

Abstract
Patronage in the public sector is considered one of the fundamental challenges of governance systems, with significant managerial, economic, and social consequences. This phenomenon, by affecting the quality of decision-making, fairness in resource allocation, and administrative efficiency, can lead to inequality and undermine meritocracy. The present study aims to design a patronage model in the public sector with an emphasis on the political approach. This qualitative research was conducted using the grounded theory method. Participants included 19 managers from public organizations, selected through purposive sampling. Data were collected via semi-structured interviews and analyzed through three stages of open, axial, and selective coding. The validity of the findings was confirmed through participant feedback.
The results indicate that the core category of the developed model is "structured patronage within power relations," encompassing dimensions such as power relations and influence networks, administrative interactions, governance patterns, socio-political consequences of patronage, and the management of resources and support policies. The causal conditions include political structure and power, social relations and support networks, financial resources and facilities, and political-strategic agendas. The main strategies involve legitimizing and stabilizing the model, developing support networks, managing public resources and privileges, and confronting opposition. The contextual conditions comprise a stable institutional mindset, organizational authority, welfare dependency, and political credibility. Intervening conditions—such as regulatory and legal pressures, social and media scrutiny, political transitions and instability, and economic crises—affect the implementation of strategies. Ultimately, the model leads to consequences at economic-developmental, administrative-managerial, political-governance, and socio-cultural levels.
