Abstract
Background A large volume of executive activities in the country is carried out by public sector employees. Therefore, any activity related to the development of employees in this sector will bring significant results in promoting public services. try to implement of improving the human resource performance policies could be the basis for improving the performance of these organizations.
Purpose: Policy implementation refers to the activities of implementing organizations and how they are carried out. In the implementation of the policy, It should be taken a comprehensive look at the formulation stage (the ability of the organization to develop policies), the implementation stage (the ability and executive capacity of the organization implementing the policy), and the coherence and coordination of the policies. Therefore, it is very necessary to design an accurate, comprehensive and integrate model to achieve the successful consequences of policy implementation. The main purpose of this study is to designing a model for implementing of human resource performance improvement policies in shasta.
Findings: Based on this study, six comprehensive themes and Twenty-four theme organizer and hundred and forty-five basic theme identified and extracted.Conclusion: In the present study, It was tried to study and analyze a model of the influencing factors of the implementation of policies to improve the performance of human resources in interaction and exchange with each other. A proper understanding of the extracted factors will have a significant impact on the effectiveness and efficiency of policy implementation.Keywords: Policy Implementation, Human Resources Policy, Implementing Model, Shasta, Theme analysis
