Development and progress is one of the main concerns of every country, which can be communicated to relevant institutions in the form of a document or a model. Considering the importance of the development-oriented approach in policy-making, the Islamic Republic of Iran system has also drafted the Iranian Islamic Model of Progress document, which has been compiled as a document on the development and progress of Iran in the coming years under political, social, economic, cultural, scientific and Islamic theoretical foundations. It aims to achieve the goals of development and promotion. This research, based on a comparative study, evaluates the conformity of the categories extracted from the progress model document with the social development indicators of ISD. The findings of this research tell us that the highest degree of conformity of the categories of this document is with the indicators of civil activity and clubs and associations, and the lowest degree of conformity is also with the indicators of gender equality and inclusion of minorities. According to the findings of this research, it seems that despite the importance given to indicators such as civil activity and clubs and associations in the model of progress document, in reality, the necessary platform for the free activity of civil activists is not provided. In addition, the lack of necessary processing of indicators such as gender equality and inclusion of minorities clearly shows the need to modify and adjust the gender and discriminatory view of this document.
