A significant part of executive actions in the country is carried out by public sector employees. Therefore, any action to improve the performance of human resources will lead to the improvement of the quality of public services. policy) and had a combined view on the coherence and coordination of policies. Therefore, it is very necessary to design an accurate, comprehensive and integrated model to achieve the successful consequences of policy implementation. The main goal of this research is to explain the pattern of related factors in the process of effective implementation of human resource policies in The research is developmental in terms of purpose, mixed (qualitative-quantitative) in terms of data type and analysis method. In the qualitative part, by studying the background and research literature, the dimensions, components and indicators of the optimal implementation of the policy to improve the performance of human resources were identified. During interviews with 16 senior managers of the organization and academic experts, themes were determined by thematic analysis method. Qualitative findings are 76 basic themes (indicators), 24 organizing themes (components) and six overarching themes (dimensions).
