Abstract
Managers and urban planners are facing many issues and problems today, which requires a proper urban model to deal with these local and urban issues and problems correctly and practically. Therefore, the main goal and focus of this research is on the issue of what are the dimensions and components of urban governance and their prioritization in Tehran Municipality? The research method is combined from the point of view of practical purpose and the method of data collection. The required information has been collected by two methods of library studies and field method using a questionnaire. In the qualitative part of the statistical society, in order to identify indicators, two groups of academic and urban governance experts have been formed in the number of 20 people who have specific conditions. In this section, fuzzy Delphi method is used. A descriptive-survey method has been used in a small part of the method. The statistical population of this department includes employees of Tehran Municipality and the sample size is 85 people, which was calculated using Cochran's formula. The tool used in this section is a questionnaire. Cronbach's alpha test was used to determine the reliability of the questionnaire. The data analysis method is partial least squares using SmartPLS software. The results indicate that 9 factors of effectiveness, implementation of laws, approval of laws, collective agreement, transparency, justice, responsibility, participation and accountability play a role in the urban governance model. Also, among the nine factors, justice has a higher rank than other dimensions.
