Scientific authority is one of the most important strategic goals of the Islamic Republic of Iran. This study aims to explain the dysfunctional functions in the scientific authority. To this end, the perception of academic intellectuals was examined with a qualitative approach. Data were collected using purposive sampling and semi-structured interviews with 31 elites and university professors. Data were analyzed by open, axial, and selective coding methods. The coding steps are also provided in detail. Data analysis led to the identification of 7 main categories, including “cultural and social contexts”, "structural contexts", "dysfunctions of the education and research system", "insight and motivational disparities", "dysfunctions of resource and facilities allocation", "Policy and planning dysfunctions" and "domination of quantitative attitudes". Finally, we outline the disadvantages and advantages of each category and present the results in the form of 14 statements. We conclude by revealing the numerous instances and harms of the central category.
